The 81st Texas Legislature Employee Health Care Senate Bill 41, by Sen. Higher Education Chair Judith Zaffirini, D-Laredo, renews full funding of health insurance for eligible community college and junior college employees for 2009-2011. [As you may recall, Gov. Perry vetoed the appropriation for 2007-2009, but it was reinstated after a deal was worked out by the State Legislative Budget Board (LBB) and a re-appropriation by the 80th Legislature.] The issue in dispute is the concept of proportionality which is supported by the Perry Administration and others. Perry claims that community and junior college health insurance funding should be based on a complex formula allowing the state to push a proportion of health insurance costs on districts and institutions. Like community college administrators and others, TFA absolutely disagrees with this position and says that health insurance is a right and must be paid for by the state. Proportionality was defeated in this legislative session. |
